# 18.19 Relatedness and growth: The impact of creative industries to the wider economy

Abstract: The role of the cultural and creative industries (CCIs) in fostering both innovation and growth in the wider economy has been much debated, beginning with Bakhshi et al.’s (2008) seminal contribution. Such studies of creative environments tend to assign a strategic role to territories, but they provide little empirical evidence. In this paper, the issues of the creative economy are combined with evolutionary economic geography (EEG) topics in an attempt to understand whether the CCIs are able to foster innovation and growth in the wider economy. Using an indicator of the relatedness density between the creative and other sectors for the Italian provinces, we analyse employment growth and innovation over a period of ten years (2006–2015) by drawing from the AMADEUS database. A panel data analysis is then applied to investigate the role of relatedness and the clustering of the creative industries in wider economic growth, which shows that, at a local level, the creative industries require the presence of other sectors with a high degree of cognitive proximity/relatedness, while the capacity for development and innovation does not merely depend on their presence, but also on their relations and interdependencies with other economic sectors.

Creative industries have become a priority sector for economic development and to exit from the actual economic crisis. Nevertheless, creative industries includes heterogeneous industries and it is not enough investigated how variety and diversity work to favour knowledge spillovers and cross-fertilization processes. The Related Variety approach aims to identify key factors of economic growth considering the need for a local system to have a certain degree of cognitive proximity, so as to promote innovation and development in the area. This work contributes to both these strands of research and it attempts to investigate the role and importance of related and unrelated variety within creative industries for local economic growth. The study focuses on employment growth at provincial level during a long run period 1991-2011 in Italy. Results suggests that the employment growth in creative industries depends on their variety and, even more, on their related variety, which make them able to promote interactions among industries and foster creativity.

# 14.22 Innovation in creative cities: Evidence from British small firms

Creative cities are seen as important sites for the generation of new ideas, products and processes. Yet, beyond case studies of a few high-profile cities, there is little empirical evidence on the link between local creative industries concentration and innovation. This paper addresses this gap with an analysis of around 1,300 UK SMEs. The results suggest that firms in local economies with high shares of creative industries employment are significantly more likely to introduce entirely new products and processes than firms elsewhere, but not innovations which are simply new to the firm. This effect is not exclusive to creative industries firms and seems to be largely due to firms in medium sized, rather than large, cities. The results imply that creative cities may have functional specialisations in new content creation and so firms are more innovative in them.

Although creative industries have been popular as a research topic among social scientists from various backgrounds, most studies lack an evolutionary, history informed perspective. Since we regard this as an important deficit, we explore whether the notions of evolutionary economic geography can contribute to analyzing and explaining the spatial dynamics of creative industries, which has not been done yet in a systematic way. We conclude that it is particularly co-evolution that could potentially be an important notion to explain the spatial dynamics of creative industries in a comparative perspective.

# 12.09 Micro-geographies of clusters of creative industries in Europe

What makes special the geography of the clusters of creative industries (CI)? This paper considers the symbolic knowledge-base and the preference for location in urban spaces observed in those clusters. The study avoids classic research designs based on synthetic knowledge bases and regional-based administrative-constrained design, using instead micro-data (550,000 firms in creative industries) and geo-statistical algorithms. Results contribute to the economic geography by: (i) providing a specific observation of the spatial dimension (where) in the cluster theory; (ii) identifying and mapping the clusters of CI in Europe; (iii) exploring particular forms of agglomeration and co-location (urban and non-urban) followed by clusters of CI. Results present implications for scholars and policy-makers suggesting to stress the articulation of within and between-cluster policy strategies for existing clusters rather than fostering the generation of new clusters.
